FAs are free to move any non-rev into an open F seat. They are not to move rev passengers without a BP or instruction from the GA. Not really red handed per se, the only thing unusual is they usually wait until boarding finishes.

I think the Pilots actually have a number of clauses in the contract where they are entitled to F seats space positive, but for the most part they fine to sit in Y if need be.
