I would imagine if someone had just moved to France or Germany then they would not get a credit card immediately as they would not have a credit rating in that country. I'll wager that there are plenty of US citizens in London who only use their US cards.
The notion of Credit score does not really exist in France.
and in fact credit cards are not so common, you mainly get direct debit or deferred debit cards. To get them is mainly based on your income.
now if you are not able to pay back your debt in time you may fall in what is called "interdit bancaire", no card, no checkbook cannot open a new account, and get cash from the clerk at your bank.
