It certainly wasn't in the US, I've never seen that kind of sign at any *A lounge in the US either. I do not like sandals so I never wear them but I usually dress casually when I travel as well. As long as people have a sense of personal hygiene, I don't really care what they wear.

Some people would just make a mess in the lounge, especially since most lounges in the US do not have a dining area. (Think people wiping pizza grease and the like on the chair armrests and such)
