You're surprisingly close. IIRC, the smaller deli cups were introduced by the company when the crewing levels were reduced. It's to avoid too much running back and forth filling the pots and to get the service done on very short flights.
Why not just increase the size of the pots? Or if this would make them too heavy to lift, BA could install those
pump action dispensers - no weight for the crew to lift and less likely to scald a passenger.
