I often wear sandals, cargo shorts and the first soccer jersey I grab from my closet when flying. I've never had a problem accessing a club, but as I mentioned I enjoy some of the looks. I actually get a decent amount of comments on my jerseys - "My son loves Manchester" or "I was born in Holland." I'm certainly a violator myself, but I find it incredibly amusing how many assumptions are based upon appearance. I work a job that "dressing up" means jeans and a polo - and I like that. I could not handle wearing a suit+tie daily, but props to those who do.
If I ever get out of the US and fly C or F, I'd probably not wear sandals/shorts/soccer jersey - but I am a paying customer and as long as I am not in violation of any rules/regulations I'd prefer to be comfortable for the time I spend at 30,000 feet.
I assume OP wasn't referring to a UC/PC/RCC. I also have never seen signage like that, and have entered in flip-flops and the like. I suppose an LH FCL might have signage like that, but certainly none of the clubs I personally have ever entered.
