I can't speak for LHR because I can't recall my last afternoon flight from there.

However, I can talk about the difference between ex-LGW (or "to LGW") afternoon tea flights to AMS (is that band 1 or 2?) and DBV (Band 3).

AMS one had tiny little finger sandwiches and a scone with jam and clotted cream.

DBV one had triangular sandwiches, each quarter of the size of a normal slice of bread, x 4. Two different flavours each time. In other words, sandwiches were basically the same amount as a standard packet of sandwiches. Plus a warm scone with jam and clotted cream, and a slice of cake. Unfortunately, the cake tended to be a bit dry.
