The hotel room keys has the occupants name on it and they will only give cards to registered guests. The $40 per person will maybe pay for the cost of having 5 extra people in the room. These hotels do charge extra for each person in the room because of all the extra perks you get. it is still better than paying for a single park single use FOL access, IMO.
