I would add a couple of reasonably-priced Japanese spots to the mix, like Yakitori Totto and Ippudo.
Though I do agree that there is generally a dearth of respectable cheaper options. I basically expect to spend at least $80 incl. tax & tip if I go out to dinner and don't want to be disappointed... and that's a lot. But I guess Manhattan rents are what they are.
