As far as location this is the least of your worries. Anywhere in the center should work out.

The areas are all safe. And its a tiny center. Much smaller than first time visitors realize.

As far as bidding? I like the 4 stars better. Its a small list of 3 or 4 hotels that pretty much show up as a win.

IMO the most likely hotels to show up as far as a 4* are, based on reported
wins, (in order)

NH Amsterdam Centre

Movenpick

NH Carlton

Rennissance

Of course YMMV
