They rolled the dice and wound up in a seat that might have otherwise cost $19; I on the otherhand might not have been willing to roll the dice. Also, unless said passengers told me they got it for free I really wouldn't be able to know.

I blame this on airline management though, they're the ones coming up with these stupid ideas and then leaving it to the FAs to enforce. Complaints for this shouldn't be directed at the FA as much as they should be directed at the manager(s) who came up with the idea in the first place.
