as for why the water is moving so slowly, I have seen it mentioned that the city and surrounding areas are pretty flat. Which means that the water just pools up and doesn't keep moving "downstream" it just soaks in. And when the ground is saturated (or paved over) there's nowhere for the water to go.

It's not a surprise at all that disease cases are on the rise when you see all of the pictures of people frolicking in the flood waters.

I am headed to Thailand next week and will spend a couple of days in Pattaya before my trip over to Myanmar. Hopefully after a couple of weeks there things will be improving around Bangkok but I am beginning to think that might not be the case. I get back to Thailand at the end of the month. Supposed to be headed over to Khao Yai for a few days then so we'll see how tough it is to get over there.
