You can, but won't get the 13%, only the normal 4,5%* - the website now says

"Special Terms: Cash Back for travel may not appear in your Ebates account until up to 40 days after travel has been completed. A customer must book and complete stay before 11/30/11 in order to earn 13.0% cash back. "

* or whatever their normal rate will be then.
