That has definitely not been my experience recently. I board ASAP - what else am I going to do except people watch and see where bags end up :P On at least 80% of my SFO-PHL/PHL-SFO A319/A320 flights at least one passenger in first has had to head back to the E+ Exit Row bins or thereabouts to stow their roll-aboard.
Also, I recently got a last minute (I was already on board in my E+ seat) upgrade on a 757 and there wasn't any space in First for my bag. And there were no E/E+ passenger bags in the bins.
The emergency equipment in combination with at least 1 FA bag takes it's toll.
