Recently my mom travelled yyz-mco on her own and no issue with wheelchair at either airports. AC attendent took mom through customs and assisted in boarding plane. However we did have to get a porter to take her "carry on" luggage.

Same when my mother-in-law flew, but this time ac attendent was nice enough to carry her small bag too.
