Indeed. The US government seems to have stricter regulations on such surcharges versus the EU, while it's usually the other way around when it comes to business regulation.

I should add that BA have in fact reduced YQ in the past when fuel prices have gone down. However, the reduction is usually miniscule compared to the increase when prices go back up by an equal amount (or indeed, the amount they went up by in the first place).
