Since when the fuel surcharge has anything to do with fuel?

Hello--it's a huge swindle on customers, especially corporate ones (who agreed to receive a certain % discount and are not getting it) and anyone who earned awards (who was promised free travel, subject only to government taxes and fees, and are not getting it). And if it were a surcharge on fuel, it would be refunded upon cancellation of travel.

I'm surprised that the EU has not yet intervened in the matter.
