Individual airlines have got the right to offer their own members or ST partners lounge access on purely domestic itineraries if they want, but the Skyteam rules are crystal clear: lounge access for Elite plus members plus one guest if you are travelling on an international skyteam flight or have a same day (usually interpreted as 24 hours) connection to an international skyteam flight.
