In my experience there are often overhead locker issues in J when they get filled up by Y PAX. That is why I head to the gate so as to board early and grab my locker in CE.
On most of my recent flights in CE (about 10 in the last 3 months)
- the overhead lockers in CE have all been closed to discourage ET pax from putting luggage there, and it seems to work
- since CE moved from 5 to 4 abreast, the additional 25% space that each pax effectively gets as a result does seem to have made a difference and there really does seem to be enough space for everyone's luggage (at least on the routes I take which are predominantly people on business, though on reflection that could be due to many of them not staying overnight and only needing their briefcase/laptop bag).
