No, I don't think it is. Many people assume what they have in their bag will require inspection, and they tell the x-ray operator as such - only to find out that it did not. However, as the OP stated the suit case would be filled with these coins, even if in binders, I think its safe to assume they will be inspected. I could be wrong.
