I stayed recently at the Holiday Inn next door, so can only comment on the distance.

It is about 8-10K from Xunxi St (main shopping street) in the middle of town. That drive can be a quick 20 minutes or a solid 45-60 minutes if you go between 4pm-8pm.

What I would do is business during the day, go to town center after work, dinner entertainment etc, then head to the hotel at night, to avoid the traffic.

Sofitel is definitely closer to central. But IC is definitely newer/shinier...and looks nice lit up at night!

Another transport option to save time during rush hour is the Metro - the station is a block or so away from the IC, and it's new (<2 yrs old I think)
