Who obtains (SE/E/P) tier status, by segments flown, rather than miles flown?

I suspect that there are very few passengers (esp at the SE level) that achieve that segment by number of segments flown, rather than the number of (status) miles flown (with class of service/fare bonus/discount, if applicable).

I myself fly between 60-75 K miles every year, over approximately 60 segments a year. Some years, I fly less than 60 segments, and other years, I fly more than or equal to 60 segments - however, I do not care as it is easy enough for me to achieve E status by flying more than 35K miles per year.
