There are even a few HK movie made about suffering in the "immigration prison" of living in Canada or US.
We CHOSE to migrate to US long time ago. Even the Hong Kong in the 1970's was way too crowded to us and we "escaped" from it at least twice a year. Europe would be our primary choice for preference but US was more practical. Canada is way too cold!

However I am not personally ruling out the extra cost of a visa and the hoops one has to jump through vs the cost and the convenience of a home return permit give the government more clout in dealing with overseas ethnic Chinese by enticing them to declare themselves as Citizen of HK and PRC by SAR.
You mean the Visa fee is an income source to Chinese government?
Well, given China's current wealth, the fee from Visa application is probably smaller than a drop in the Ocean!
Actually the Chinese government is backing some travel agencies in Canada and US to offer dirt cheap land tours for any Chinese ethnics who hold a foreign passport to visit China - 7 nights 4-5 star hotels, all meals, sightseeing excursions, for Peking, Tianjin and the city where the kings of dynasties went to cool off during Summer time (I dont know its English name), all for $99 per person the whole trip, plus $8 a day tipping. This is widely advertised in Toronto and even in Ft. Lauderdale Chinese weekly free newspaper. It is only offered to those who hold foreign passports, fwiw.
Those who live in Toronto should take advantage of such.
