5 years ago, I had a problem in a National rental car when I got pulled over about 200 miles into a roadtrip. The rental car contract was the only thing that kept me out of big trouble. I would never drive a rental car without a copy of the contract.
In the past, I would stop by the counter to pick up a copy of my contract; so I could look it over before going out to the Emerald Aisle to get my car. However, the counter reps have gotten very cranky about doing this.
Nowadays, I go get my car and drive to the exit booth for the copy of the contract. Twice the printers have been broken. Once, it turned out that the copy was illegible, because the ink was so low.
So, it's a system; but not a perfect system.
