His OPF, SF-50s, and other official documentation will only become available if an HR clerk or hiring official has the desire to locate them and actually read them. If an agency such as the TSA is anxious to fill slots, their two qualifications will be: 1. vertical; and, 2. above room temperature.

A TSA screener's skill set is not one that is compatible with any vacancies I would have, so I'm not sure where else in government a clerk might seek employment. The Federal Protective Service (government building guard) might be one possibility, but, the background check is more thorough than a screener applicant's background check because of the FPS requirement to be armed. He could conceivably get through a background check if none of his former bosses or coworkers thought what he did was wrong or if the theme was that he was thrown under the bus. (He could fail for other reasons.)



I'm all for second chances when an individual was a bad fit for a job, had a personal or family issue that detracted from their performance, or ultimately wasn't qualified for one reason or another; but, someone who knowingly violates the public trust and abuses the authority of his office (an ethics violation) barely deserves a first chance.
