How can National have a pre-printed agreement so that you can just get in the car and drive off if you can choose any car and how much time does it take to get the right contract printed out?

There is no pre-printed agreement at Aisle locations. You select the car you want from the side of the Aisle you are authorized (never from Executive Selection until you are qualified to do so), then give your drivers license to the booth attendent on the way out. That person will print your agreement.
