Ctrip online offers DCC, but gives you a choice to accept or decline it:

(I'm not 100% sure they'll honour the choice, but being offered a choice is a good thing):

I also ran an Alipay (Taobao) online payment using a HK Visa last year. DCC not even offered, not sure about now.
