Can someone aware of this situation explain it to me?

Isn't this just a windfall for all these governments, the risk of event has proven to be the same as before 9/11 (untill now, 2 yrs+), so we all pay these fees for what?
The carriers dont have to insure themselves anymore, because they get a free ride from their goverments and the goverments get a higher price then before when in was in the ticket price.
