1. Wait at check-in is exactly how I interpreted the 看行李 command. I waited for my luggage to drop into the belt and followed it visually until it was out of sight. I did not move from the check-in counter whilst following it visually. Since no alerts were raised by the agent or anyone else or anyone else
when I was waiting at the check-in counter, I believe I have fulfilled the 看行李 command.
"Wait at check in" is not the correct TPE T2 procedure as explained to me by the security officer at the end of the check-in island, as I cannot tell whether my luggage has been pulled off the belt by the officer or forwarded to my plane. I am expected to race/follow my baggage. The scanner is too far for me to see from the counter I checked in (the other end of the check-in island).

2. I did nothing to provoke the EVA agent, except not race/follow my baggage as I should. I did cause her quite a bit of work as a result, but it was her own omission which caused it.
It's like the aerosol - if didn't have to carry it, I might never have found out about the 看行李 procedure. I will have nothing to trouble the EVA agent, so I might have no reason to dispute your assertion about TPE agents. This isn't a deliberate stress test, passengers getting flagged for some feature of their luggage (or profile) is part of everyday airport life.
