Most people do not. And most CBP employees will ask what the food items are before deciding whether or not to send someone for an Ag(riculture) inspection.

I have not seen anyone get fined or otherwise punished for bringing in non-commercial quantities of such consumable items as chocolate or other candies and failing to declare such, but that doesn't mean it doesn't occur.
