However regular cabs are metered. You also have to pay any road tolls, but there shouldn't be any from Haneda.
If it's any comfort, I've been "taken for a ride" in a Japanese taxi only very rarely and then it was because the driver didn't know the roads. Currently it happens even more rarely since all Tokyo taxis have a GPS.
