I think what the OP is saying is that it costs $150 to reinstate up to 49k miles, and that it costs $250 to reinstate from 50k-99k miles - not that he could "buy up".
I wonder if it would be possible to selectively reinstate miles and only reinstate 49k of the 53k? I'd forgo 4k miles for $100, but I'm 99% certain US wouldn't go for that...
