Award cancellation due to Bangkok flooding

Due to the flood in Bangkok and a travel advisory from the External Affairs Ministery, I have to cancel an award to BKK (and the whole mini RTW it was part of). I was departing tonight.

The agent on the phone just told me he would not give me back my miles. He would only rebook immediately without the 90$ fees for some other dates in the same zone, or cancel until "I make up my mind about some other dates in the same zone". He said it was the decision of Air Canada (!).

(Plus he would not leave me the same stopovers because I had one more than supposed. I had 3 stopovers and one POT).

What is Aeroplan supposed to do in such an emergency case, with a travel advisory from the government?
