Trial and error solved this one...
The award booking option only comes up for *some* bookings and certain properties. In 12 possible hotels near RDU, only two had redemption options with Agoda. When you click to make the booking on those properties, a small green box appears on the upper right hand side of the window giving you the option to pay with points.
