Aegean Airlines is your best bet.
With your 25k miles, you would get Star Gold (watch out for classes which only accrue 50% though), which would give you the bags free.
UACO/US have all comped me and any others on my PNR an exit row/E+, but this only happens at the airport - Similar to the fact taht you only get E+ at the airport as a 2P.
