Now that is seriously naughty.

I've just tried specifying a tourist with British citizenship. Visa Central is offering an ETA, presumably for money.

But a British citizen tourist can (and is supposed to) get an eVisitor. You can get this for free directly from the Australian government, which won't even let you apply directly to it for an ETA any more.
