I wouldn't call it random selection. It's probably more like random de-selection. Of the four times I've gone through C30, I was able to go through the expedited line three times, and the one time I couldn't, I was using the non-priority lane because I wanted to try that line out. It is weird that the OP is a trusted traveler by the CBP, but doesn't seem to get the LLL.
