Passengers in C on JAL flights will have access to the arrival lounge but the lounge closes before your scheduled arrival time. So you won't have access due to its operation hours. Not to mention you should just get to the hotel as soon as possible as the public transportation doesn't run all night long. Most of them stop at around midnight.
