Because those "foreigners" of Chinese origin were born in China, left for other countries and obtained foreign citizenship, but never renounced Chinese citizenship (either explicitly in writing, or implicitly as per Chinese nationality laws - keywords being "who has settled abroad" as interpreted by the Chinese government)
