Is something like this allowed LHR-JFK(stopover)- GRU and then GRU to IAH(stopover)-LHR

Would a >24 hour stopover in IAH on the way back incur the fuel surcharge?
This is why you should book two one-ways
There is no surcharge originating Brazil.

and yes, both should be allowed without a problem, but yes the stopover on the way back would attract the fuel surcharge for the IAH-LHR portion. Check with ITA.
