Programs: Honestly, I've been out of the travel game so long that I'm not even sure. Maybe Marriott Gold?

I'd say that depends on whether the OP is visiting D.C. more than once. I moved from D.C. to NY over 10 years ago and kept my SmarTrip card for use whenever I visit. Saves me a few minutes each time since I don't have to buy a new farecard each visit. That's easily been worth the $5 investment.
