Yes, absolutely. AC has run these types of promos before (Sun Pass etc.) and the top tier flight pass selection status miles are always in addition to promo status miles.

Therefore, a 10 credit Latitude pass purchase would net you 2,500 (SE Bonus) + 3,000 (promo bonus) status miles on purchase assuming you chose status miles as your selection. Otherwise you would earn upgrade credits plus 3k bonus status miles.
