I don'know if the rules are same for dutch or french Amex AF/KL card.
For french one, your father needs a french bank account to ask an AF/Amex french card.
Caution it can take time.
And then, he needs to buy something with the card .
After that, his FB account will be accrual and then all the miles will be available for 20 monthes more.
The other way (the easiest) is to fly a 90€ flight on KL or AF in the cheapest class in europe. (at least 125 EQM)
