That differs from what other multiple insiders have posted here about the upgrade priority order.
A displaced F pax would trump a SWU but that is about it.
Maybe an insider can check the priority list just to verify that it wasn't changed.
Only if F is sold out.
A passenger in F class (paid F) can just take the F seat without going on the upgrade list if the F inventory is 1 or greater.
