Anybody else noticing that when you get a really cheap upgrade offer (e.g. $109 on a transcon), you end up making a battlefield upgrades?

On flights where I've been #20 on the list as a Gold, I never got an offer better than the price of YBM (or H fare, on some routes I fly H is cheaper than M).
