I used an Amerircan Express-licenced card (http://www.standardchartered.com.hk/...press-card/en/) the last two times I was confronted with a positively-identified DCC terminal in the PRC. DCC successfully avoided (even though the miles earn rate is less than my Mastercard which was DCCed).

I'm sure your PenFed card will be fine.
