This has been going on at HKIA as long as I've been flying from there (about 5 years). The sole job of the ladies in front of security (right before the guys who verify your name on the ticket) is to eyeball if the carry-on is too big. If it is, you must have an orange tag, and CX attaches them with green (Y), blue (J) or red (F) bands, otherwise they won't let you in. The airlines can at their discretion give those tags out.
