That's not the type of "random" the TSA is talking about. As a passenger in the TT program, you can be "randomly" selected for additional screening. Just like you could be randomly selected for the SSSSpecial treatment.
Just because you aren't getting something 50% of the time doesn't mean it isn't random. It's also possible random means a number from 0-9 is randomly chosen and if your frequent flyer number ends in that number, then you are selected. So under this scenario, it is both random as well as less than 50% of the time.
