I've been on many flights where the plane is held for late connecting pax.

They of course never hold it for me.

As for 10 minutes or 15 minutes, it is actually 20 minutes. If everyone in the boarding area is loaded at T-20 minutes, then GAs have been known to close the flight to further boarding.

He is due no IDB. Insulting or not, $200/7500 RDMs is what OP should expect.
