No, you don't call, you use the online claim form. Start here, which provides a lot of information:

https://www.marriott.com/hotel-rates/travel.mi

and then when you're read, click on the link for the Online Claim Form.

But it's isn't if you see "a rate" on Marriott.com that's higher than on the other site. The lowest rate available on Marriott.com (that's available to everyone, ie, AAA rates and promo code rates don't count) is the one you have to use.

And it has to be for the same type room, and the terms need to be the same.

If it's, say, a Fairfield where everything is included anyway for everyone on every rate, it's simple: The terms that have to match are simply whether it's advance purchase with no refund, or no advance purchase and fully cancellable (and if fully cancellable, whether it's fully cancellable the same number of days before the stay).

If it's hotel brand where what's included varies with the rate, there may be other complications to check for, to make sure that the perks (free breakfast, free parking, etc) included don't vary between the Marriott (lowest) rate and the (even lower) rate you see on the other site.

Finally, you have to provide enough information for Marriott's LNF staff to verify that the other site rate is what you said it was (and is still bookable by the time they check, which is within 24 hours of you submitting the claim).
