Yes, I'm sure it's rare outside of the tourist areas in China. I will say though, I spent 2 months living in Taipei last year and the people were nothing but awesome.
P.S. Three more pairs of girls approached me on my way to get the refund today. Of course now it was much easier to see the deception in their fake smiles.
